Business owner arrested in theft by deception, exploitation of a disabled adult investigation in Talbot County

A Chattahoochee Valley business owner is in jail after facing charges in connection to a theft by deception and exploitation of disabled adult in Talbot County.

The investigation began on, July 12th, 2023, when Talbot County deputies received complaints about a business owner, David Jason Baggett, owner of JL&B Home Improvements, LLC. and Window Depot of the Chattahoochee Valley of Columbus, Georgia.

“Baggett had scammed an elderly couple in Talbot County out of $88,000.00 for a sunroom addition,” the sheriff’s office said. “On, October 21, 2022, the couple signed a contract for the addition to be built and paid an amount of $43,000.00. Six-months of emails went on in reference to this addition stating different excuses.”

The owner then requested final payment continuing to state the room was going to still be built on March 21, 2023. “The couple then sent $45,000.00 to Baggett to complete paying for the sunroom and still nothing was ever done. The couple repeatedly asked for their money back after communication was stopped by Baggett. The project was supposed to be completed no later than April 12th, 2023- per the contract. Baggett moved thousands of dollars between banks during this time,” the agency added.

Investigators took felony warrants on Baggett on, July 28th, 2023. Investigators contacted Lee County Sheriff’s Office of Alabama where they arrested Baggett at his home in Salem, Alabama. Baggett was extradited back to Talbot County Detention Center and charged with three counts of Theft By Deception (Felony) and 2 counts of Exploitation of a Disabled Adult (Felony).

The investigation is ongoing.
