Two Opelika residents have been arrested following a multi-agency investigation into allegations of illegal activity at several vape and CBD businesses in the city.
According to the Opelika Police Department, special agents with the Alabama Alcoholic Beverage Control (ABC) Board contacted investigators after receiving complaints about alleged illegal operations involving several local vape and CBD businesses.

The Opelika Police Department launched an investigation with assistance from the Alabama State Bureau of Investigation (SBI) Narcotics, the ABC Board, and the Alabama Law Enforcement Agency (ALEA).
As part of the investigation, authorities executed a search warrant and conducted inspections on Wednesday, July 1, at the following Opelika businesses:
- Top Shelf Alternatives, 510 Geneva Street
- Mr. Smoke, 2352 Pepperell Parkway
- 101 Smoke Shops, located at:
- 1467 Fox Run Parkway
- 2808 Pepperell Parkway
- 3051 Frederick Road
Investigators said officers executing the search warrant at Top Shelf Alternatives seized illegal hemp flowers. During inspections at the other businesses, the ABC Board addressed what officials described as minor infractions.

As a result of the investigation, police arrested:
- Bradley Haddon, 40, of Opelika, who is charged with three counts of Sale or Possession of Unlawful Hemp Products.
- Kayla Haddon, 39, of Opelika, who is charged with four counts of Sale or Possession of Unlawful Hemp Products.
Authorities said the investigation remains ongoing, and additional charges are pending.
