The LaGrange Police Department is investigating the possible misuse of its License Plate Recognition (LPR) system involving the activity of one of its officers between March and December 2025.
The department and the City of LaGrange said they are committed to conducting a thorough review and taking appropriate follow-up action.
Police Chief Garrett Fiveash has consulted with other law enforcement agencies that have investigated confirmed cases of LPR misuse. Those discussions included potential audit red flags, such as unusually high search activity associated with a single license plate.
Flock, one of the LPR companies used by the City of LaGrange, began providing the department access to its audit function late last year.
According to the department, several safeguards had already been strengthened before the possible misuse was discovered. Those measures include:
- Two-factor authentication for system access.
- Requiring an offense type, case number and written narrative for every search before it can be conducted.
- Monthly audits by the Office of Professional Standards, with reports provided to the Chief’s Office.
- Automated notifications regarding unusual activity.
- An updated LPR policy addressing newer camera and crime center technology.
LaGrange Police said the department was an early adopter of LPR technology and has maintained a governing policy for its use since 2018. The department said the technology has helped solve or advance numerous criminal investigations.
“License Plate Recognition technology is an important public safety tool, but with that capability comes a responsibility to ensure it is used appropriately,” Chief Fiveash said. “We will be diligent in protecting the privacy of our citizenry, as well as ensuring that this very valuable tool is not abused. We have used this system to great effect, and it has solved or helped to solve numerous cases for our department during my tenure here.”
The LaGrange Police Department said additional information will be released as it becomes available.
